my laptop keyboard have < and > but my external keyboard doesn't have them, so I have to press Alt-R + x and I get » ; Alt-L + z and I get « . How to make my external keyboard get < and > when pressing those keys (alt-r +x/z)?

it is. you should try the package in the debian repo if the one provided by upstream doesn't work.

that's not an dpkg issue. the maintainer at docker is responsible for quality testing his own packages.
