converge: no, dpkg and apt's state of the system is in /var/lib. Simplest thing to do is reinstall or restore from a previous backup.

converge: you make sure to put latest version of /var/lib/dpkg/status and /var/lib/aptitude/pkgstates and /var/lib/apt/extended_states back and similar stuff back I guess

converge: after putting those files back, you can reinstall dpkg package itself to bring back other files and directories, then apt and aptitude, then everything else from "dpkg -S /var/lib"
