to check that it isn't your de/wm getting in the way, you can run xev in an xsession with no wm/de running (only say xterm)

or you can check the keybindings in your wm/de and see what keycodes it is looking for an intercepting. I would expcect the key code of the volume up button to be the same on most laptops for instance.

by design recommended packages should be installed, but opinions differ on if a package should be recommended or suggetsed in various cases, I would look at them as a case per case basis if needed.
