(I have a memory-constrained VPS, so I set journald to use persistent storage, then set up a loop to fire off systemd-cat as quickly as possible and journald prefers to climb to well over twice the limit I set before finally dropping its memory usage again.)

Yes. This is a case of "I'm using vagrant+VirtualBox to develop an ansible deployment script for a 256MiB OpenVZ VPS", so cgroups is pretty irrelevant.
